DVSA advises DDR course providers not to start any new classroom-based rehabilitation courses until further notice. This follows discussions with Her Majesty’s Courts and Tribunal Service, the Welsh Government and Scottish Courts and Tribunals Service taking into account the UK Government’s instructions on social distancing and restrictions on travel.

Where offenders have already taken the first, or first and second day of a 3-day DDR course, DVSA will allow providers to temporarily deliver the rest of the course remotely using a suitable digital platform. This will allow offenders to complete their rehabilitation course. DVSA does not currently propose to allow remote delivery of DDR courses that have not yet begun.

Please email DCPC_CC@dvsa.gov.uk with your proposal for completing DDR courses that have already started remotely or with any questions. You should consider:

  • how many offenders you can deliver an effective remote rehabilitation course to
  • how you will carry out appropriate and robust ID checks and perform internal quality assurance
  • how you will manage attendance and breaks
  • how to maintain engagement and deliver a reasonable simulation of a group environment during the course

DVSA will keep these arrangements under review in line with government advice. Rehabilitation course providers should follow guidance on GOV.UK about minimising the risk of spreading COVID-19.  Information for the education sector is also available on GOV.UK.
